Q: What is 10+2?
A: Effective January 26, 2009 . It is new requirement imposed by the U.S. Department of Homeland Security on maritime cargo destined for the United States. The Importer Security Filing and Additional Carrier Requirements require carriers to submit a vessel stow plan and container status messages under certain scenarios. The rule also requires importers or their agents to submit an Importer Security Filing (ISF) with eight data elements, no later than 24 hours before the cargo is laden aboard a vessel destined for the United States.
Q: Who is responsible for filing 10+2?
A: The party required to submit the Importer Security Filing (ISF) is the party causing the goods to enter the limits of a port in the United States. This party is known as the "ISF Importer".
Q: When to file 10+2
A: Information will be required by Customs for all ocean shipments at least 24 hours prior to the vessel loading at the foreign port of lading.

Q: What happens if a 10+2 is not filed?
Importers may receive a warning from CBP for incomplete, inaccurate and not timely filling.

Importer is REQUIRED to submit 10+2 filing 24 hours before cargo is loaded. There will be no penalty fine for none-compliance during this period.
